What is the IHSS Advisory Committee?

The Advisory Committee provides ongoing advice and recommendations regarding IHSS to the Board of Supervisors and other administrative bodies in Yolo County related to the delivery and administration of IHSS, the governing body, and the Public Authority.

The IHSS Advisory Committee meets on the first Wednesday of each month from 1:30 to 3:30 pm in the Community Conference Room at Department of Employment and Social Services, 25 N. Cottonwood Street, Woodland.

What is IHSS?

In-Home Supportive Services (IHSS) is the program administered by the County. It helps disabled and elderly people who need assistance with personal care and/or housework to remain safely in their own homes with independence and dignity. IHSS pays providers to do household tasks such as cooking, shopping, and cleaning as well as personal care such as help with bathing, bathrooming, dressing, transferring, and hygiene.

To be eligible for IHSS a person must meet both income and program requirements. Yolo County residents may contact IHSS INTAKE at (916) 375-6239 for information about eligibility.

IHSS providers care for the authorized needs of elderly and disabled IHSS consumers by providing quality:

Domestic Services: Clean kitchen; clean bathroom; sweep; vacuum; mop floors; dust; take out the garbage; shop; menu planning, meal preparation, cooking meal; clean up; washing, drying, folding, putting away laundry; minor mending

Personal Care Services: Bathing, dressing, grooming, feeding, help in administering oxygen or medicine, assisting with bowel, bladder and menstrual care, emptying catheter or colostomy bags, helping in and out of bed or wheelchair, helping on to or off a seat or toilet, accompaniment to medical appointments or health related locations, range of motion exercise

What is the Public Authority?

The Public Authority provides training for providers and consumers, and is responsible for negotiating provider wages and benefits.

The Public Authority operates a registry to help consumers, find quality skilled providers of home care services. The Registry provides IHSS consumers with a referral list of providers that have passed a criminal background check, passed tuberculosis, fingerprint and drug and alcohol tests.

The Registry does NOT hire providers. The Registry is a referral service. Registry Staff provide an intake orientation meeting where potential providers are interviewed. After references are checked, screening has been completed, and the provider has met the requirements to be a Registry Provider, information about the provider is entered into a computer database. SEIU Local 250, Health Care Workers Union West (Union) is the formally recognized employee organization for the representation of IHSS providers in Yolo County.
